The Bradford City Council met on October 28, 2025, to review city business, approve departmental updates, and vote on several resolutions affecting public safety, parks, economic development, and upcoming community events.

Council approved the minutes from the September 23 meeting and heard monthly reports from Police, Fire, Parks, Public Works, OECD, and Accounts & Finance.

Key Highlights from the Meeting

Trick-or-Treat Night Set
Council officially designated Friday, October 31, from 6:00–7:30 PM as the city’s Trick-or-Treat night.

Public Safety & Fire Department Updates

  • Approved $1,600.50 for pump testing on Squad 1 and Tower 1 through Gorman Enterprises.
  • Approved $1,443.01 for new fire department uniforms from Mission Specific Equipment.
  • Appointed Greg Lewis as Fire Captain and Christopher Spaich as Fire Lieutenant after certification by the Civil Service Commission.

Police Department Improvements

  • Approved $2,211.05 to DAX Tech Enterprises for enhanced police department security.

Home Rule Discussion Moves Forward
Council authorized the city to advertise an RFP for a Home Rule consultant — an early step in exploring whether Home Rule governance could benefit Bradford.

2026 Tax Anticipation Borrowing (TAN)
Council authorized preparation of documents for a tax anticipation loan of up to $850,000 for 2026 operations.

Economic & Community Development Actions

  • Approved payments to Northwest Bank for staff travel, software, supplies, and RACP filing fees.
  • Approved $1,672.00 to Mazza Mechanical for HVAC repairs at Old City Hall.
  • Approved a lease agreement with Kacy Huston for space in the Robert P. Habgood Jr. Business Development Center.

Callahan Park Improvements Move Ahead
Council approved Change Order #3 with Bob Cummins Construction to reconstruct two catch basins, increasing the project cost to $626,072.
Funding will come from CDBG, DCNR, CEAP and other sources.
