Public Comments

Financial & Administrative Actions

Council approved several routine but important financial items, including:

Pension Funding

The City allocated $298,053.73 in state aid across the Police, Fire, and Non-Uniformed pension plans.

K-9 Program Funding

Council approved a payment to the McKean County District Attorney’s Office and later transferred K-9 account funds into the General Fund for reimbursement.

Capital & General Fund Transfers

A transfer of $62,479 from Capital Reserve to the General Fund was authorized.

Public Safety Updates

Police Department

Council approved several equipment and technology improvements:

  • Outdoor security cameras funded by American Refining Group reimbursement.
  • Body cameras, tasers, and evidence storage, via a 5-year Axon contract.
  • Computer and software upgrades, with the Police Chief authorized to pursue a T-Mobile micro-grant.
  • Authorization for the Chief to apply for up to $1 million in LSA grant funding for the new Police Station remodel (former Northwest Bank building).

Fire Department

  • Approval to apply for the T-Mobile Improvement Program Grant to upgrade the Central Fire Station training room.
  • Approval for annual rescue tool servicing and engagement with EMS legal consultants.

Community Development (OECD)

Several Community Development Block Grant (CDBG) items were approved:

  • 2024 CDBG adjustments, shifting funds to support Callahan Park Phase 3 due to state project delays.
  • 2023 CDBG modifications, directing unused demolition funds to Callahan Park Phase 2.
  • Authorization to apply for 2025 CDBG funding, affirming compliance with federal requirements.
  • Approval for home rehabilitation funding, furnace replacements, and project change orders.

These actions support neighborhood revitalization, housing rehabilitation, and continued improvement of Bradford’s parks.

Public Works & City Operations

Council approved:

  • Credit card terminals for municipal transactions (50% reimbursed through T-Mobile grant).
  • Payments for vehicle repairs, IT support, radar signs, and other essential service needs.
